Agent Builder is the guided path to declarative agents inside Microsoft 365 Copilot — instructions, knowledge and starter prompts without standing up Studio first.
What it is
Microsoft Learn describes Agent Builder in Microsoft 365 Copilot as an easy way to build declarative agents: customised Copilot experiences that declare instructions, knowledge (SharePoint, connectors, web) and capabilities. Agents run on the same orchestrator and models as Microsoft 365 Copilot. For complex actions and integrations, Microsoft points makers to Copilot Studio instead.
Where it sits in the stack
Above Chat/Copilot, below Studio. Good for personal and team productivity agents. SharePoint agents are a sibling path for site-scoped knowledge. Foundry is for custom engines.

Who it is for / when to use
Business users and makers who need a scoped helper quickly. Escalate to Studio when you need authenticated actions, complex workflows or multi-channel publish.
When Builder is the wrong tool
Learn’s tool comparison is blunt: Agent Builder is weak at complex workflows and integrations; some advanced features arrive in Agents Toolkit first. If your scenario needs authenticated API actions, multi-channel publish, or ALM across environments, start in Copilot Studio or the Microsoft 365 Agents Toolkit rather than forcing Builder past its design point. Builder shines for coaching agents, onboarding helpers and knowledge-scoped Q&A with a short path to first value.
Cost layer
Often covered by the Copilot licence for declarative agents built in Agent Builder; some grounding and custom agents meter. Keep Studio Credits separate. See Managing cost and the feature matrix.
Risk and governance
Knowledge sources inherit SharePoint permissions. Require an owner and a review before org-catalog publish. More: Managing risk.
