SCOUT and research agents

Research path.
FIG. 01 · SIGNAL · LENS · BRIEF

Research agents scout sources and return briefs. They do not replace judgement, citation rules or a human sign-off.

What it is

Two Microsoft offerings matter here. Researcher is a first-party agent in Microsoft 365 Copilot for multi-step research across web and work content, with source-cited structured reports — included with the Copilot licence and pre-installed for licensed users (admins can still govern agents). Microsoft Scout is documented as a Frontier preview desktop app for Windows and macOS that can act on files, shell, browser and Microsoft 365 data with approval before sensitive actions. This Ideas note uses “SCOUT” as the research-and-act pattern covering Researcher, Scout preview and similar agents.

Where it sits in the stack

Researcher lives in the Copilot agents rail. Scout preview sits beside the desktop productivity surface with M365 connectors. Custom research agents can be built in Studio or Foundry when first-party agents are not enough.

Key features / capabilities

  • Researcher: deep multi-source reports with citations; clarifying questions; web and/or work scope.
  • Researcher with Computer Use (where enabled): controlled browsing for research tasks under admin policy.
  • Scout (Frontier preview): local file work, commands, browser automation, M365 queries, background runs, sub-agents — subject to preview terms.
  • Admin controls to block or restrict agents in the Microsoft 365 admin centre.
  • Same Entra permissions model — no magic access to data the user cannot see.

Who it is for / when to use

Analysts, strategy and competitive-intel roles. Ban silent paste into customer deliverables. Require sources in every brief.

Researcher vs Scout preview

Do not conflate them in a business case. Researcher is a Copilot-licence agent for cited research reports inside Microsoft 365 Copilot. Microsoft Scout is a Frontier preview desktop agent that can act locally and against Microsoft 365 with tiered permissions. Preview means preview terms, possible change, and an explicit risk conversation. For most enterprises, ship Researcher habits first; evaluate Scout with a small Frontier cohort.

Cost layer

Researcher: Copilot licence. Scout: Frontier preview — confirm eligibility. Custom research agents may meter via Studio or Azure. See Managing cost and the feature matrix.

Risk and governance

Web grounding can leak prompts; set allowed sites and tools. Preview features need explicit risk acceptance. More: Managing risk.

Adoption tip

Teach “ask for evidence, not poetry”. A one-page citation checklist beats a long AI policy nobody reads. Habits: Adoption.

Task, short unit, measure again.
