Copilot Chat (entitlement)
Copilot Chat is the included AI chat for eligible Microsoft 365 users. It is not the full Microsoft 365 Copilot add-on.
What it is
Per Microsoft Learn, Microsoft Copilot Chat is a secure prompt-and-response experience included with eligible Microsoft 365 / Office 365 subscriptions. Users sign in with Microsoft Entra ID. It is primarily web-grounded, with enterprise data protection. Users can upload files, generate images (subject to capacity), and interact with agents. Broad reasoning across Graph mail, files and meetings via Work IQ / semantic indexing requires a Microsoft 365 Copilot licence.
Where it sits in the stack
Chat is the baseline. Microsoft 365 Copilot sits above it for work grounding and priority access. Agents (including declarative agents with limited capabilities for Chat users) and Studio meters can still apply. Foundry is a separate Azure path.

- Access via m365copilot.com, Edge, and supported Outlook/Teams contexts.
- Outlook organisational grounding in supported Chat-in-Outlook scenarios (narrower than full Copilot).
- Declarative agents grounded in instructions and public web included; custom/other agents often pay-as-you-go.
Who it is for / when to use
Default for occasional research, drafting from the open web, and light agents that do not need broad tenant grounding. Upgrade named roles to Microsoft 365 Copilot when work data across apps is the job.
Eligibility without a licence line item
Admins often search the Microsoft 365 admin centre for a “Copilot Chat” SKU and find nothing. That is expected: Learn lists Chat as included with eligible Microsoft 365 and Office 365 plans (including E3/E5/E7, Business, Frontline and education SKUs among others). Users need Entra ID sign-in. Web search can be controlled with Cloud Policy. Pinning Copilot Chat in apps is strongly recommended so people can find it.
Standard vs priority access matters for capacity on models, file upload and image generation. Chat uses standard access; priority access comes with the Microsoft Copilot licence. Say that out loud when someone complains that “Chat felt slow on Monday”.
Cost layer
Chat itself is an entitlement on eligible seats — it often does not appear as a separate admin-centre line item. Agents and Studio can still meter. See Managing cost and the feature matrix.
Risk and governance
Permissions still apply. Uploaded files and agent knowledge need the same care as any content store. More: Managing risk.

Say “Chat” and “Copilot” out loud in every briefing. Mixed names cause budget confusion. Habits: Adoption.
